Jammu & Kashmir is one of the most popular holiday destinations of India and holds a fair place in world tourism industry. Ladakh is one such popular tourist destination situated on the Tibetan region of Himalaya and many of its areas share their international border with China. Among these areas, there are some locations which even being sensitive are widely known name in the International tourism industry.
Hence, to visit such location, the Indian citizens who are not a local resident of Ladakh are required to obtain the Ladakh Inner line permit and the foreign visitors are obligated for Protected Area Permit as directed by the Minister of Home Affairs. In this article, we will discuss all the primary details related to the Inner Line Permit of Ladakh and how to get Inner Line Permit Online & Offline.
What is an Inner Line Permit?
The Inner Line Permit, or ILP, is an official travel document/pass issued by the Government of India which allows an Indian citizen to visit a protected area for a limited time period primarily for the purpose of tourism. It is mandatory for all the citizens of India who do not belong to the state of Jammu and Kashmir (children above the age of 12 years) to obtain such permit. Such permits are mandatory for those areas which are near to the International borders and are highly sensitive to security reasons.
The Ministry of Home Affairs had removed the Ladakh Inner line permit for Indian citizen in 2014 to attract more Indian tourist and strengthen the state economy through Tourism as well. As it was always a hassle for the tourists to visit the District Magistrate Office and stand in the long queue to obtain the permit, many Indian tourists had avoided visiting Ladakh for the same reason. Not only this process was time taking but also the incurred charges were not very favorable rather preferable to many potential tourists.
But from June 2017, the Ladakh Inner line permit has again become mandatory for the Indian tourists.

Places that require Inner Line Permit:
• All of Nubra Valley: Khardung La, Khardung, Khalsar, Diskit, Hunder, Turtuk, Sumur, Takashi, Panamik and Warshi
• Pangong Tso: Chang La, Durbuk, Tangtse and Spangmik
• Changthang Valley: Man, Merak, Chushul, Loma, Koyul, Hanle, Nyoma, Mahe, Sumdo
• Phobrang and Marsimak La
• Leh to Tso Moriri: Chumathang, Mahe, Sumdo, Karzok (Tso Moriri)
• Leh to Batalik: Khalsi, Damkhar, Skurbuchan, Dargoo, Hanoo, Dah, Batalik
• Tangyar Trek: Leh – Saboo – Diggar La – Tangyar (Nubra Valley)
• Agham Shyok Route
• Wari La
Places that do not need ILP:
• Sightseeing with Leh City: Leh Palace, Shanti Stupa, Shey Palace, Hemis etc

• Suru Valley: Thek, Nimmoo, Alchi, Likir, Lamayuru, Mulbekh
• Places on Srinagar Leh Highway
• Places on Manali Leh Highway
Inner Line Permit Cost:
In order to obtain a Ladakh Inner Line permit, an Indian Tourist needs to pay the following fees:
- Wildlife Protection fee: Rs. 20 per person per day
- Environmental Fee: Rs. 300 per person
- Red Cross Donation: Rs. 100 per person
The Validity of Inner Line Permit for Ladakh:
The Inner Line Permit, or ILP, is valid for a period of 3 weeks. Also, note that there is no limit on the number of times you visit a place within the valid period of the permit.
The process to obtain the Inner Line Permit:
The Ladakh Inner Line Permit can be obtained from the District Magistrate Office or through the online web portal of the Leh District Permit Tracking System of J&K Government. Since 2017 it has become much easier to apply for inner line permit through the online portal. The process is much easier and time-saving.
Note: While applying for the permit please keep or an identity proof such as your Aadhar card/ Voter ID / Driving License/ Passport handy.
How to Apply Ladakh Inner Line Permit Online?
- Visit the Leh District Permit Tracking System of the J&K Government portal at http://lahdclehpermit.in/. At the bottom of the screen, click on ‘Apply for Permit”. A new menu will appear from where you will have to click on “Domestic Clients”.
- This will take you to another page which will require you to fill out your name, Date of Arrival, address etc. After you have completed filling in all the information, review the entire information once again because once you submit it, you cannot alter the information. And then click the Submit button. fly out which will appear on the screen will tell you that you have been successfully registered. Click “Ok”.
- Once you click on the “Ok” button, you will be taken to the next page which asks to select whether its an individual permit or group permit. Click on “Click here to issue Individual permit”, if you are looking for the same.
- On the next page, you will be required to select the areas that you plan to visit with the permit. At the bottom of the screen, select your duration of stay in the selected location. And click on “Apply for the permit” button.
- The next page contains the details you have selected in the previous page. Click on “Proceed” to issue the pass
- After you have done that, you will be taken to another page which will contain the details of your permit. The page will mention your name, ID number, state of residence and the fee that needs to be payed
- You can now take the print out of the application and then proceed to “Pay Now” for paying the fees online.
Important Instructions for paying Permit Fee Online:
- Permit Fees can be paid online using all major Credit/Debit cards and Net Banking of all major banks.
- On successful payment processing, a receipt will be generated, each transaction will be identified by unique identifier known as Collection ID.
- The payer is required to take printouts of Permit Receipt and Easy Collect Transaction Receipt.
- SMS and Email will be sent to Payer confirming receipt of payment.
Note: In order to get your permit duly signed and stamped, you need to take the print out of the application form along with at least 3 copies of it to the TIC office. The permit holders are advised to keep sufficient no. of Photocopies of the permit with them, which may be required for depositing at each of the entry/exit points.

How to Apply Inner Line Permit for Ladakh Offline?
For obtaining the Ladakh Inner line Permit, you must visit the District Collector Office at the Leh Main town along with one of your original identity proof and 3 copies of the same duly signed.

- Fill up the form and write an application addressing the DC regarding your visit. Please mention all the places you want to visit with the date of your arrival and exit from Ladakh.
- It is best to mention the dates when you will be visiting the particular location.
- In order to get the permit for Hanle and Changthan or Tso Moriri through Pangong Tso, do mention all the all the places en route. In case you miss out someplace and checked by the security officials you will no longer be allowed to go further and sent back right away.
- Once you are done filling the application form and writing the request application to accompany it, make 2-3 photocopies of the entire set request for the permits.
- You need to submit them to the DC office. The clerk will ask you to deposit the fees for required permits (a cost mentioned above).
- After depositing the amount the clerk will thoroughly check all the datils again and get it signed by the DC.
- The permit will be issued along with the stamp of DC office and you can now freely visit the restricted area as mentioned in your permit.
